Kariakoo Market Corporation is a corporate body established by law to manage and control the Kariakoo market and to establish and manage other markets in the city of Dar es Salaam.
The functions of the Kariakoo Market Corporation are:
i. control and manage the Kariakoo Market Corporation
ii. Establish and manage other markets in Dar es salaam city
iii. Ensure that control and management stallage, rent and tolls from users of the market are vested under the Corporation
iv. Enter into any transaction, which in the opinion of the board is calculated to facilitate proper and efficient carrying out of these stipulated objectives
v. Do all such costs as may be necessary to uphold and support the credibility of the Corporation, obtain and justify public confidence, avert and minimize any cost to the Corporation. In exercising its functions the Corporation shall have regard to :

Kariakoo Market Corporation reports to the Ministry of Regional Administration and Local Government. The overall management of the corporation is vested in a Board of Directors whereas the day to day operations are delegated to the General Manager who is assisted by four functional managers.
REGISTRATION REQUIREMENT AND PLACE OF BUSINESS
By-laws established by the Kariakoo Market Corporation in Dar es Salaam governing wholesale and retail businesses within specified markets, aiming to regulate trade, ensure hygiene and order, and control access and operations within these designated areas.
Operating in Specified Markets in Dar es Salaam
If you want to run a wholesale business selling certain scheduled products in Dar es Salaam, you generally need to do so within a designated market. There are a couple of exceptions: this rule doesn't apply to wholesale businesses run by government organizations (parastatals), or to sales made on a wholesale basis to a government organization.
Wholesale Business Requirements:
To conduct wholesale business in a specified market, you must have a permit issued by the governing Corporation. You need to apply to the Corporation for this permit and to be registered as a dealer. Once your permit is issued, you'll pay a registration fee and be officially registered as a dealer. The Corporation keeps a register of all dealers, including their address, when their permit was issued, the type of products they are allowed to sell, and other relevant details.
Your wholesale permit is valid for six months and can be renewed. You will also be issued an identification card that you must show if asked by a person authorized by the Corporation.
The Corporation also collects a charge on the scheduled products you sell in the specified market. This charge is a flat rate, up to eight percent of your daily sales. It's important to quickly remove goods after they are sold from the display area. If goods remain for too long, the Corporation can seize and store them at your expense. If you don't sell all your products by the end of the day, you can either ask the Corporation to store them for you at your cost or you must remove them from the wholesale area.
Special Permits for Wholesale outside Specified Markets:
In some cases, you might be able to get a special permit from the Corporation to conduct wholesale business in a scheduled product outside of a specified market. If the Corporation grants a special permit, they can set specific conditions. If you receive a special permit, you will still be required to pay the same levies, dues, or fees as a dealer operating within a specified market.
Retail Business Requirements:
If you want to run a retail business in a specified market, you must operate from a shop or stall provided by the Corporation. All items you offer for sale in the market must be sold from one of these designated retail locations.
To conduct retail business in a specified market, you need to apply to the Corporation for a license to use a shop or stall. A license for a stall is valid for one year. A license for a shop is granted for a period agreed upon by you and the Corporation. Having a license allows you to use the shop or stall for the retail business authorized by the Corporation and stated on your license. However, the license does not give you any long-term ownership or tenancy rights to the shop or stall. Your license is subject to the rules set by these By-laws and any other conditions the Corporation may impose. You cannot transfer, exchange, or sublet your shop or stall without written permission from the Corporation.
All fees, including license fees, levies, and dues, are payable to the Corporation one month in advance.
Termination of Licenses:
Licenses for stalls can be ended by either party with one month's notice. Licenses for shops can be ended in a way agreed upon when the license is granted. The Corporation can terminate a shop or stall license immediately without notice if you repeatedly ignore the rules, are convicted of an offense under these rules, or fail to pay any money owed to the Corporation for more than one month. If your license is terminated for these reasons, you will not receive a refund of rent or any other compensation. You must leave the shop or stall vacant within six hours of being informed in writing of the termination. If you cannot be informed in person, a notice displayed on the shop or stall for twenty-four hours is considered sufficient notice.
If you do not leave the shop or stall after your license is terminated, the Corporation can enter the premises. If you have any belongings inside, the Corporation will store them at your risk and you will need to pay a storage fee to get them back. If you don't pay the storage fee within six months, your property may be forfeited to the Corporation.
Market Operations, Hygiene, and Order:
The Corporation is responsible for enforcing health regulations within the specified markets. Everyone doing business in the market must follow health rules set by government authorities and the Corporation. If you sell meat or cooked food, you must always wear a clean, washable uniform. If you sell cooked food, you must provide a proper washbasin (if a sink isn't provided by the Corporation), soap, and clean towels for washing utensils.
The Corporation can seize and destroy any cooked food, drink, or edible item offered for sale that they believe is unfit for human consumption. If your goods are seized for this reason, you will not receive any compensation.
